BS 7121
Also called BS 7121-1:2016, Safe use of cranes
BS 7121 is the British Standard series giving the code of practice for the safe use of cranes, and BS 7121-1:2016 is its general part: safe systems of work, selection, erection and dismantling, maintenance, inspection, thorough examination, operation, and the planning and management of lifting operations. It is the document a UK appointed person’s lift planning is normally built on.
The UK position
BSI describes BS 7121-1 as offering guidance on complying with the requirements of the Lifting Operations and Lifting Equipment Regulations 1998 and the Provision and Use of Work Equipment Regulations 1998, and states that it is also used by the Health and Safety Executive and courts as an indication of good practice. That second point is the one worth registering: a code of practice is not law, but a departure from it is something you can be asked to justify. BSI lists siting among the standard’s descriptors, which is where ground conditions and matting enter a lifting operation — but what the standard says about them is behind a paywall and is not reproduced here.

Where it matters on site
In practice BS 7121-1 and the temporary works procedure meet at the mat. The lifting side produces the outrigger reactions and the set-up configuration; the temporary works side produces the allowable ground bearing pressure and the design reconciling the two. Neither document sizes a mat on its own, and a lift plan naming a mat without naming the ground figure it was sized against has done only half of it.
